Planning and Zoning Commission (P&Z)
The Planning and Zoning Commission is a council appointed seven member volunteer board that plays a major role in nearly all aspects of the local planning process. The Commission seeks to promote orderly growth, preserve the quality of Coeur d'Alene, protect the environment, promote economic prosperity, protect property rights, and foster the safety of its residents. Additionally, the Commission promotes the public interest by helping citizens understand the planning process and providing opportunities for public comment.
The Planning and Zoning Commission's duties include:
- To recommend and make suggestions to the council for the adoption of coordinated plans for the physical development of the municipality
- To review proposed development requests according to the procedures and standards set forth in the Zoning Ordinance and other municipal codes
- To recommend the boundaries of zoning districts and appropriate regulations to be enforced therein, make reports, hold public hearings and perform all other duties as may be prescribed by the Idaho Code and the City Code
- To serve as the development impact fee advisory committee performing all duties prescribed by the Idaho Code
- To comply with all city policies, procedures, and regulations

Meeting Date(s):The Planning and Zoning Commission meets the second Tuesday of each month at 5:30 p.m. in the Library Community Room, 702 East Front Street. If the agenda or a scheduled meeting is too long, Planning and Zoning Commission may hold an additional meeting on the fourth Tuesday of the month.
*Please note any final decision made by the Design Review Commission is appealable within 15 days of the decision pursuant to sections 17.09.705 through 17.09.715 of Title 17, Zoning.
Public Participation Guidelines
The City of Coeur d’Alene Planning Department is committed to providing meaningful opportunities for public involvement in land use planning decisions. In accordance with the Idaho Land Use Planning Act (Idaho Code § 67-6501 et seq.), the City ensures that citizens have the chance to participate in the development and amendment of the Comprehensive Plan, zoning ordinances, and other land use matters.
How the Public Can Participate:
- Public Hearings: All proposed amendments to the Comprehensive Plan or Zoning Code require a public hearing before the Planning & Zoning Commission and/or City Council. Notices are published in accordance with state law.
- Advance Notice: Public hearing notices are published at least 15 days prior to the hearing (as required by Idaho Code).
- Comment Opportunities: Written comments may be submitted prior to or during public hearings. Oral testimony is welcome at scheduled public hearings.
- Meeting Access: All Planning & Zoning Commission and City Council meetings are open to the public. Agendas and supporting materials are posted at least 48 hours in advance in compliance with the Idaho Open Meetings Law.
- Accessibility: Reasonable accommodations are available for persons with disabilities. Please contact the Planning Department in advance if you require assistance.
We encourage all residents, property owners, and interested parties to stay informed and participate in shaping the future of Coeur d’Alene. All meetings are open to the public and publicized to allow and promote public participation in the decisions of the Commission.
