Community Development Block Grant (CDBG)

The City of Coeur d’Alene is an entitlement recipient of the Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development (HUD).

CDBG funds help improve the lives of low-to moderate-income residents and neighborhoods in Coeur d’Alene. Since 2008, the City has used these flexible federal dollars for projects such as:

  • Installing ADA curb cuts and accessibility improvements
  • Providing emergency minor home repairs
  • Making homes and public spaces more accessible
  • Supporting local community organizations

Who CDBG Funds Are For: CDBG dollars must primarily benefit low-to moderate-income persons or households, or address slum and blight in struggling areas. All funded activities must meet one of HUD’s national objectives.

National Objectives:

  • Benefit low- and moderate-income persons
  • Aid in the prevention or elimination of slums and blight
  • Meet a pressing community development need of particular urgency

 

Current CDBG Programs

  • Emergency Minor Home Repair Grants – Help for eligible homeowners with urgent repairs and accessibility improvements.
  • Community Opportunity Grants – Competitive funding for nonprofit and community projects that benefit low- to moderate-income residents.

How the City Decides What to Fund

Each year the City follows a clear process:

  1. Staff-identified projects — City staff propose projects that align with the goals in the City’s 5-Year Consolidated Plan. These are included in the Annual Action Plan and opened for public review and comment.
  2. Competitive Community Opportunity Grants — A set amount of funding is available each year for applications from nonprofits, organizations, and others. An ad hoc committee reviews applications and makes recommendations to City Council.
  3. Open requests — The City welcomes ideas and proposals from residents, organizations, developers, and businesses at any time. Staff are available to discuss larger projects and funding priorities.

The City updates its 5-Year Consolidated Plan every five years to identify community needs and set goals. Each year it also creates an Annual Action Plan that lists exactly what will be funded.


 

Get Involved – Your Voice Matters

The City has a strong Citizen Participation Plan that includes public comment periods, forums, and hearings. We encourage all Coeur d’Alene residents to participate so CDBG dollars address real local needs.
